Our Planning Team
Yolande McMahon, Lead Planner
Yolande is an experienced town planner who has recently joined TOBIN’s Environment & Planning Division as a Lead Planner in our Dublin o昀케ce.
She holds a B.Sc (Surveying) in Property Economics, a Masters in Regional and Urban Planning, and more recently has obtained the Advanced Diploma
in Planning and Environmental Law. Yolande has 20 years of professional planning experience in both the public and private sectors with extensive
experience in the areas of forward planning policy and development management. In her previous employment in the public sector, she assessed
a wide variety of planning applica琀椀ons including residen琀椀al, commercial, industrial, educa琀椀onal and community facili琀椀es, renewable energy and
infrastructural developments. She is experienced in reviewing Environmental Impact Assessment Reports (EIAR) and Appropriate Assessment.
Louise Byrne, Project Planner
Louise is a Project Planner with TOBIN’s Environmental & Planning Division. She holds a Masters in Regional and Urban Planning and is a chartered
member of the Royal Town Planning Ins琀椀tute. Louise joined TOBIN in 2021 and has extensive experience in all areas of spa琀椀al planning to include
preparing and submi琀�ng planning applica琀椀on reports for various types of developments, appeals to An Bord Pleanála, environmental reports and
planning appraisals on behalf of clients.
Eirene Varghese, Planner
Eirene is a Planner who has recently joined the Environment & Planning Division in our Dublin O昀케ce. Eirene has experience in the Irish planning and
development sector. She holds an undergraduate degree in architecture from India and graduated from Regional and Urban Planning Masters at UCD
in 2021.
During her previous employment, she has worked on small-scale planning applica琀椀ons as well as various suppor琀椀ng planning applica琀椀on documenta琀椀on
including planning reports, and environmental impact assessment chapters. She also worked with Geographic Informa琀椀on Systems to produce social
Infrastructure audits, schools demand audits, childcare demand assessments, and other geospa琀椀al data visualisa琀椀on reports.
