Environment - Water Supply Project Eastern Midlands Region
December 2025 marked a pivotal moment for TOBIN and our client Uisce Éireann
when the planning application for the Water Supply Project Eastern Midlands Region
was submitted to the planning authority, An Coimisiún Pleanála.
TOBIN, since 2013, as part of the Jacobs/TOBIN team on behalf of Uisce Éireann, have
played a pivotal role in the preparation of the application. Amongst many other items,
our work included:
This is a generational project, abstracting a maximum of 2% of the average 昀氀ow of the
River Shannon at Parteen Basin, the aims of which are to:

Provide a sustainable water supply from a New Shannon Source
Address critical supply issues in the Greater Dublin Area with provision for future
supplies to multiple Water Resource Zones in the region
Increase resilience of supplies and Levels of Service (the reliability of the supply
that Uisce Éireann customers can expect to receive)
Deliver a 昀氀exible, future-proofed solution that is responsive to change.

Design of the Raw Water Intake and Pumping Station (RWI&PS)
Design of the Water Treatment Plant (WTP)
Undertaking extensive ecological and ornithological surveys along the 170km
pipeline and at all infrastructure sites (including rescuing a hedgehog during one of
the many surveys!)
Preparation of the Biodiversity; Soils, Geology and Hydrogeology; and Tra昀케c and
Transport Chapters and all accompanying appendices,
Preparation of the Appropriate Assessment Screening Report and the Natura
Impact Statement
